CPD Workforce Allocation Study Scope

Challenge: It is imperative that CPD accomplish the changes the Consent Decree requires while maintaining the day-to-day operations that ensure public safety. Both priorities require careful planning of workforce allocation for how officers are deployed. CPD Superintendent Snelling has promised to engage an external consultant to develop a data-driven, dynamic model for ongoing workforce allocation across the Department to maximize the use of resources in alignment with the consent decree and other requirements, including community policing. The pledge to complete the study is backed by commitments from philanthropic organizations to cover the cost, estimated to be between $800,000 to $1 million.
Action: Civic Consulting Alliance provided project management support for a working group of philanthropic funders to develop a scope to engage an external consultant for a workforce allocation study for CPD. This includes an overview of the multiple phases of work and clear guidelines that will lead to a dynamic model for ongoing workforce allocation.
Result: CPD can more quickly and efficiently move forward with an external consultant to conduct a workforce allocation study and develop a data-driven, updatable model for ongoing workforce allocation. The study results will better position CPD to meet operational needs, facilitate a comprehensive community-oriented policing strategy, and address both CPD member quality-of-life and public safety concerns.
In addition to improving the operations of the police department, completing the workforce allocation study is an initiative within the City’s People’s Plan for Community Safety, which seeks to build trust between the community and law enforcement by prioritizing reform, accountability, and transparency.
