Challenge: The Bureau of Asset Management (the Bureau) comprises three departments responsible for constructing, developing, and maintaining Cook County’s approximately 200 unique properties, which total over 19 million square feet. The Bureau has also seen significant changes in its responsibilities, including a new Build Up Cook program and an expanding Capital Program. This evolution created a need for the Bureau to align its vision, mission, and goals with the County’s long-term goals, enabling it to work as a cohesive unit.
Action: The Bureau partnered with Kearney and Civic Consulting Alliance to craft a vision, mission, and strategic priorities. Over the course of eight weeks, the teams defined a high-level implementation plan, including identifying resources and skills needed to execute towards the achievement of the Bureau’s objectives.
Result: The Bureau has set out five ambitious goals for the next three to six years. Each goal is backed by priorities and an outline of necessary resources, requirements, and dependencies to guide Cook County’s FY2025 budget allocations. Long-term, this comprehensive strategic plan will align the Bureau with Cook County leaders and energize the organization with a shared direction to provide essential public spaces equitably, collaboratively, and sustainably.
